Not Chloropidae. When sorting acalyptrates one of the most important characters is the subcostal vein. Here, it is complete to the wing margin and the costa is not broken near the end of the subcosta.

This is a lauxaniid, Peplomyza. Hope that others will be able to tell you even the species.
