Hello,
I am keying this again out at Emporomyia but i think this genus may have been reclassified?
Romania summer 2019
Details not shown in photos:
body length - 6mm
propleuron hairs - unsure
metathorax - membraneous

I have never heard of
Emporomyia. Looking it up in the world checklist, it belongs to tribe Ernestiini which is usually characterized by conspicuously hairy eyes, crossvein m-cu meeting M close to the bend, a long pedicel (and often broad postpedicel), and a projecting chin. I think your fly belongs to the Exoristinae or possibly one of the tribes of small Tachininae.

Yes, clearly Exoristini or possibly Blondeliini. My gut feeling is Bessa.

By the way, you specimens are in poor condition. Are they from traps ? Otherwise, please take care get the head straight and spread the wings and legs while pinning.

Yes this one's not so great unfortunately, I just recieve them already pinned by researchers just to identify them, and I know a few of the specimens were prepared by student helpers so I presume this was one of them!
