On our French forum, this fly was identified as a Dexiinae, maybe Dexiosoma sp.:
chriscraft : France : 30/6/2007 : Saint alban du Rh?ne : 38
altitude : 140 - taille : 10 mm ?

Can somebody confirm, infirm or narrow the identification?
