I ask for another person. He found this fly in the western part of Norway. Unfortunately, the images are somewhat blurry, but the colors are so distinctive that it may be possible to identify the fly. Is this Ceromya bicolor?

Nope: apical scutellars are diverging.

I am thinking Hyalurgus (lucidus).
