Palpomyia

Tribe Heteromyiini normally has modified legs -- swollen fore tarsomere 5 in Clinohelea, for example. Sphaeromiini has bristles under tarsomere 5 of female. Your fly has neither, so Palpomyiini and the crossvein between branches of radius makes it Palpomyia.
