It is a female
Rhagio (Rhagionidae). Change the title to attract experts!

In italy the Rhagio idenfication is problematic.
The long dark pterostigma suggests Rhagio conspicuus, but I would not like to commit to this ID. The general jizz is like Rhagio imnaculatus, but that has a different multicolored pterostigma.
Maybe Theo Zeegers will be able to identify this fly.

I couldn't agree more. First impression is Rh. immaculatus, but this species has a total different pterostigma. Rh conspicuus is very variable on the Balkan and possibly Italy, might be a complex.
So start collecting please so we can do an DNA analysis !
