This tiny fly (my Louper app says 1.15mm) looks like Chironomidae to me except for the short forelegs.

A similar, slightly larger (1.9mm) fly has the longer forelegs.

For the first individual, the short legs and wing shape (I hope I am interpreting it correctly) remind me of Corynoneura. The larger individual seems fairly distinctive, but I am unable to place it.
