Those extra bristles are also possible in more genera.
This seems
Lasiomma to me...
And Jürgen...you photographed already many female
Lasiomma in the past, so compare this one to your other photos and you will probable see the resembles in outer characters.
Also....
Lasiomma seems to be a hardy fly, which still can be found in these cold months.
A very common species is
Lasiomma seminitidum......
