This is certainly not X. ornatus, and might be X. tenellus, but one cannot be entirely sure unless you have a male at hand that you can examine more closely.
A relevant paper for you might be Chandler & Negrobov (2008). The British species of Xanthochlorus Loew, 1857 (Diptera, Dolichopodidae), with description of two new species. Dipterists Digest 15: 29-40.
