Dilophus for sure. D. febrilis is a common species. The males I saw had translucent wings (except the pterostigma), yours looks more brownish. It might be, however, an optical illusion. The females' wings are dark except at the tip (see picture). This seems to be true also in your animal. A good dorsal picture would be helpful.
