Cecidomyiidae. It is not
Contarinia rhamni, which breeds in flower buds of
Frangula alnus. Possibly it is
Dasineura frangulae, which breeds in galls of
Contarinia rhamni. In my area
Frangula alnus blooms in late May and I wouldn't expect eggs to be laid in flower buds so early.
