Both sexes of Chaoboridae have more than 10 segments in the flagellum. Most female Chironomidae have less than 10.

The odd shape (for Chironomidae) reminds me of Omisus. The American species has darker legs than your fly. I do not have a description of O. caledonicus (Edwards), the European species.
