Is it possible to ID the genus/species? Could this be a Meigenia sp.?
Photos from a friend's blog taken on 27.06.17 in Warsaw.

Sadly I only have dorsal views of this fly. I've attached another photo with two different pictures of the fly but I don't think they'll help.

None. There are 100 plus genera in Central Europe.
I would like first to establish this is in Blondeliini, but I can’t.
