Looks like a male of Aciura coryli. And his abdominal pleura are distended, so he shows courtship behaviour! Regards, Sundew |

Yes it is. Generally it is difficult to say from a photo of fair quality if it is not Oxyaciura tibialis, which differs only in head setae, head profile and smaller size, but in this case it is easier, as Oxyaciura is a typical Mediterranean fly associated mainly with Lavandula, whereas Aciura comes farther northwards and is associated mainly with Phlomis and other lamiaceous plants with larger flowers.
