This specimen pictured at Huy (Ben-Ahin's reserve) Belgium on 2018-05-25.
Seems to be Tabanus autumnalis ?

I see an eyeband. So it can’t be autumnalis. It is actually maculicornis. The greyish-blue (or bluish-grey) colouration is characteristic !
