Original title: ID request for Ulidiidae from Chennai - INDIA

Spotted these on 28-Dec-2017 near Chennai, INDIA
Constantly walking/moving around while mating.
Body length about 6-7mm

Please help with ID. Thanks.

Tephritidae, Metasphenisca reinhardi (Wiedemann, 1824) (redescribed in Munro, 1947, Mem. Ent. Soc. S. Afr. 1: 119, fig.10e, 17, and 159 (as Isoconia); also cf. Hardy, 1973, Pl. 5, fig. 45)
