I think this is Stratiomyidae. If you go to the homepage of Waarneming.nl and click on Soorten, you will see at the bottom of the list PDF Soortzoekers. There you will find a key to the species in the Netherlands. There may be other species in Belgium but it should help a bit. It looks like a Beris species.

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
