Small fly with plumose antennae, white tibiae & tarsi

Would really appreciate help with this small fly (~4 mm). I can't even figure out the family. Ephydridae? Lauxaniidae? Ulidiidae? Something entirely different? I think this is Melanomyza or near in Lauxaniidae. |
