Could be Oxycera quadrilineata Ustuner and Hasbenli, 2007. My topographical knowledge of Turkey is non-existent so I cannot fathom whether your specimen might fit in with the known localities of that species. Holotype: Female, Turkey: Sivas, Gariin-Kindiralik Village, elev. 1819 m., July 16, 2002, coll. Ustuner and Hasbenli, deposited in the collection of the Zoological Museum of the Gan University (ZMGU), Ankara in Turkey.
