Found high on a garden fence running along a dark damp alley with various overhanging trees leading to woodland which gets little sun in south east England.

From what I can see of the wing veins there does appear to be a forked vein similar to that found in Sciaridae. The wing is dark and the shape also suggest to me possible Sciaridae but other than that cannot find anything to compare it to.

I'd be grateful for any suggestions.

Thank you very much Jan.
As a result of your comment I find that there is a previous thread which would appear to be the same species. https://diptera.info/forum/viewthread.php?thread_id=100346&pid=416207,

Some flies preserved in ethanol and then pinned often get the eyes sunken, how can this be avoided? Best answer: I usually keep alcohol-collected material in alcohol

Yes, dipterologists from far abroad, please buy your copy at veldshop. Stamps will be expensive, but he, the book is unreasonably cheap Smile
