I found this Tephritidae near the little village of Salbertrand in Susa Valley, Piedmont (Italy) at 1000 mt above sea level, on July 16th. Judging from the plant and long ovipositor -- yes, you are right. However, no key characters are visible (wing, color of abdominal setae).
