Ulidiidae, I think Homalocephala apicalis, but wait for real experts.

After further examination, the halters seems white, so it's another species.

Thanks for help Stephane. I founded old pictures which I took last year in the same place. They are determined Homalocephala biumbrata by KWQ. I'm sure that it's the same species, common here in Finland. Rami |
