tachinidish-looking Anthomyiid or Muscid?

Hi, This small fly is quite a mystery to me. I saw two of them on inflorescences of wild carrot today. By habit, especially antennae, I guessed Tachinidae, but the wing venation does not match. It would rather point to an Anthomyiid, if not Muscid. I am helpless... Please release me from that state! Looks like an Actia to me (hairy r1(?), r4+5 & cu) ... at least certainly a siphoniine
