Who knows the name of this fly?
Found 21-6-2016 in Nevada, USA

Aciurina bigeloviae
It makes galls on
Chrysothamnus sensu lato (including the common species now called
Ericameria nauseosa).

I cheated for this one. I opened a book and looked at wing photos.
