Hi,
is it possible to tell the genus and species of this small female?
Photo taken on 29 August 2015 in Kokkola Finland.
Thanks.
Regards Pentti.

Looks like
Phaonia turguriorum. Check the hind tibia - there is a long posterodorsal in the apical half - sometimes referred to as "the Phaonia bristle".
