is it possible to tell the genus and species of this small female?
Photo taken on 29 August 2015 in Kokkola Finland.

Looks like Phaonia turguriorum. Check the hind tibia - there is a long posterodorsal in the apical half - sometimes referred to as "the Phaonia bristle".

Phaonia errans : 2 prescutellar (tuguriorum : 1), frontal triangle extending and tapering as a line to the lunule, antennae without yellow, t1 without p seta, parafacial plates with a dark patch at antennae level...
