Hello,
I first thought about micropezidae but common legs, long antenna with long basal arista don't fit !! :|
This fly remind me nothing ...
50 km east of Paris, France, august 08/2015.
Any ideas ?

Loxocera in the Psilidae gallery. The other genus you are likely to find with very long first flagellomere is
Lauxania in family Lauxaniidae.
