Psychodidae -
Phlebotomus - a sandfly. There are several species that occur in Serbia, but it's not possible to separate them from a photo.

Yes, it is
Psychodidae member. It is being seem in the Istanbul(for example, I saw it, last year and two years ago), but the literatures have not contained information about this species.
