In North America it would key to Sapromyza (Lauxaniidae), but Sapromyza is a vaguely defined genus and the name is not meaningful. Tropical American species are being moved to new, better defined genera.

Are there hairs on the dorsal surface of the base of vein Rs (before the fork of R2+3 and R4+5)?

I don't think there are any hairs on Rs.
