Hello,
today I took these photos on our compost box in Hannover. The fly is about 5 mm long. It was sitting in the shade and swinging its wings.

Is an ID possible?

Thank you for a reply!

Hans

Sorry for having no better view of the wings.

Can't say who is...but for sure I can say it's not a tephritid fly. :)

Palloptera muliebris or Toxoneura muliebris depending on if you follow the division of the genus Palloptera into several genera. A female.
