Ochlerotatus has been declared as having pale rings on legs. I see no such thing here ?

No. What I said was that Culex pipiens did not have pale rings (unlike your specimen of Ochlerotatus cf. annulipes which did). Some Ochlerotatus have pale rings on the legs, some do not. This specimen is one of the species without pale rings, and the genitalia do look different, as it is a different species, but I cannot tell from these photos which one it is. :)
