Looks more like a muscid to me, perhaps near Limnophora?

It has the narrow face and projecting "forehead" of
Leucophora. 2+2 ad+pd on hind tibia is more typical of Anthomyiidae. The dark stripe beside the antennae is normal in
Leucophpra. A few unrelated species of
Leucophora have such a hairy mesonotum.

I agree, this is not a muscid, too many pd on t3 (rare in muscid, only on
Drymeia but they are different), the calypters are small...I'd say
Leucophora too.
