Caught on in long grass near Reading, UK on 2014-04-13.
I think it might be
Tephritis ruralis or
Tephritis leontodontis. Any suggestions?

certainly
T. leontodontis: no black abdominal setulae; poorly darkened anal lobe, only two white spots around first transverse vein.
