And another one - this one sufficiently alien to myself that it seems inevitable that someone better informed should recognise it. I can only assume that the family doesn't extend down to South Africa (alternatively that touting Picker, Griffiths and Weaving as a Comprehensive guide to South African insects should warrant a lawsuit over false advertising).
Location: Chongwe District, Lusaka Province, Zambia
Habitat: amongst rushes on an ornamental pond, within a large ornamental garden surrounded by dry scrub and low intensity farmland.

You know, Dmitry, when I saw the photo at first I thought the same. On the other hand I have seen so many weird other flies from the tropics. I won't be surprised when somebody will say: no, it is a soldierfly. But, frankly speaking, it really looks very Loxocera-ish

Psilidae looks much more promising, thankyou! Changing title to reflect.

Belatedly coming back to this one; I have now convinced myself (And should have done years ago) that it is indeed Loxocera, as Ruud suggested.
Thank you - very belatedly.
