About 5 mm. I think the mosquito is drinking a drop of dew on the underside of a leaf.
What can be?

Not really a Mosquito, though antennae seems to look like nematocerous. They posses an apical long arista...
Change your title to Hybotidae to attract specialists.

Little chance to get any further than Platypalpus without an actual specimen.
