Wisconsin, USA July 11, 2015. I think it's a Urophora. We have several introduced European species. The key relies on female characters.

Indeed, Urophora affinis was introduced into Canada and the USA as an agent of biocontrol of the spotted knapweed (Centaurea stoebe L. aka C. maculosa) and diffuse knapweed (C. diffusa Lamarck).
