Strange chinese Diptera, Pyrgotidae?

Here is very exotic-like Diptera from southern China, rice-fields near Guilin-City. My son was trip there and ask me for this species? When searching with family-name 'Pyrgotidae' I can find some near similar images, but no scientific name at all? Those are chinese and taiwanese sites, so I can't understand anything This is cropped screenshot from raw-image file (*.cr2) Can you tell me, if anyone know Family or Genus of this Species?
