Hybomitra is correct. The are quite difficult to identify and the frons is importand for the identification.
I can recomend
Chvala, M., Lyneborg, L. & Moucha, J. (1972). The Horse Flies of Europe.
Kniepert, F.-W. (2000). Süsswasserfauna von Mitteleuropa 21:18, 19. Stratiomyidae, Tabanidae. Pfft. 111-204.
