Tethina sp. ? Seems similar to some in the Canacidae (incl. former Tethinidae) Album.

Always wary of contradicting Roger Wink, but the inclinate lower frontal orbitals and reclinate upper frontal orbital suggest Agromyzidae, possibly Napomyza or thereabouts

If you change the headline of your first post to Agromyzidae / Napomyza sp.? then Milos may be able to go further with it.
