With this porrect antenna and apical arista I say that is a neriid fly (Neriidae), probably Telostylus (I can't see the notopleural bristle to confirm ). Some Micropezidae have porrect antenna but never with apical arista, I think. In general, Neriids are very difficult to identify and there is no satisfatory keys to use.
